Beyond the Reserves: India’s Wildlife Success Is Creating a New Challenge

India’s decades-long effort to protect tigers, elephants and other threatened wildlife has produced some remarkable conservation successes. But those gains are now exposing a difficult new challenge: what happens when growing wildlife populations move beyond protected areas into landscapes increasingly occupied by people?

Recent discussions among wildlife scientists suggest that several successful reserves are approaching their ecological carrying capacity, while fragmented corridors and growing development outside protected areas are increasing encounters between wildlife and communities.

Tigers are increasingly living beyond tiger reserves

India’s tiger recovery is perhaps the clearest example. The country’s latest national estimation put the tiger population at about 3,682, compared with roughly 1,400 in the early 2000s. Strong breeding populations in landscapes such as Corbett, Kaziranga, the Western Ghats and central India are producing animals that naturally disperse in search of territories.

According to the National Tiger Conservation Authority, approximately one-third of India’s tigers are now found outside tiger reserves.

This is not necessarily evidence that India simply has “too many tigers.” Carrying capacity varies enormously between landscapes and depends on prey, habitat quality, water, territory and connectivity.

But when a productive reserve reaches its local capacity, young or displaced tigers must move elsewhere. If surrounding corridors are fragmented by roads, farms, settlements or infrastructure, those dispersing animals can increasingly encounter people and livestock.

Bandipur and Nagarahole illustrate the pressure

The situation in Karnataka has brought the issue into sharp focus.

Bandipur and Nagarahole have supported high tiger densities after decades of protection and prey recovery. A surge in conflict around the reserves led authorities to restrict safari operations in late 2025. By June 2026, 20 tigers had reportedly been captured within seven months, while the Karnataka government commissioned an expert assessment of carrying capacity.

The issue is therefore no longer simply about increasing tiger numbers inside protected areas. It is also about ensuring that dispersing animals have functioning landscapes through which they can move.

Elephants present an even bigger landscape challenge

Elephants make the problem particularly visible because their survival depends on movement across enormous areas.

India’s elephant population is estimated at 22,446, according to figures discussed by wildlife biologist Qamar Qureshi at the Anil Agarwal Dialogue 2026. Yet fragmented corridors and deteriorating habitat have altered movement routes in many regions, increasing crop damage, property loss and dangerous encounters with people.

Unlike a tiger occupying a defined territory, an elephant herd may travel long distances between forests, feeding grounds and water sources.

A protected forest can therefore be healthy while the landscape surrounding it becomes increasingly difficult for elephants to navigate.

That makes protecting corridors connecting forests just as important as protecting the forests themselves.

Carrying capacity is not just about numbers

The term “carrying capacity” can easily be misunderstood.

The NTCA defines it as the maximum tiger population a habitat can sustain over time given available food, water and other requirements. It also advises limiting certain habitat interventions when tiger numbers reach carrying-capacity levels, partly to avoid excessive wildlife spillover and conflict.

But there is another limit that conservation increasingly has to confront: social tolerance.

For families living along forest boundaries, repeated crop destruction, livestock losses or fear of attacks can impose substantial financial and psychological costs. Conservation becomes difficult to sustain if those communities bear most of the cost while receiving few benefits.

Protected areas cannot become ecological islands

India’s network of national parks, wildlife sanctuaries and tiger reserves remains fundamental to wildlife conservation. But animals do not recognise their administrative boundaries.

A tiger leaving a reserve, an elephant following an old migration route or a leopard moving through farmland immediately enters a landscape governed very differently from a protected forest.

This is why scientists increasingly argue for landscape-scale conservation rather than concentrating almost entirely on protected areas.

That means safeguarding wildlife corridors, restoring degraded habitats, maintaining prey populations, incorporating wildlife movement into infrastructure planning and responding rapidly when animals enter settlements.

The government has begun moving in this direction. In 2026 it established a Centre of Excellence on Human-Wildlife Conflict and launched a National Human-Wildlife Conflict Portal, while emphasising early-warning systems, corridor protection, scientific monitoring and community participation.

The next chapter of India’s conservation story

For decades, the central question was how India could prevent its iconic wildlife from disappearing.

Increasingly, a second question must be answered:

How can millions of people safely share landscapes with recovering populations of large wild animals?

The solution cannot simply be to keep adding animals to isolated protected areas—or to remove every tiger, elephant or leopard that crosses their boundaries.

India’s conservation success now needs to be extended beyond those boundaries.

The next great challenge is therefore not merely saving wildlife inside reserves, but creating enough connected and socially acceptable space for wildlife outside them as well.
